Any translation of the script, or ID the Vignette, welcomed.

I see a hint of the Penny Black design, oblong format, Central vignette, text in left and right mandrels, corners top and toe with stars

Tack Kee & Co. was started in 1898 and is still operating today. It is the oldest Oolong tea brand in China.
