Since it appears to have water activated gum, it would be very doubtful that this is a new USPS test stamp.

Chicago area write in ballot change form, in case you voted for the wrong person, the committee can fix it.

One of the reasons I made fun of it by posting about the seven dwarfs. I can really not understand hy anyone could possibly think these are teststamps. To me they look more like the kind of label my wife puts on homemade pickles. Jim, were they offered on ebay as teststamps?

Yes but the seller really had no clue what they were either.

I won the pane for $20. Kind of a "what the heck" bid.

BTW, I meant "new" as in not currently listed in Scott, rather than a circa-2017 issue. Thus the quotes.

Not a test stamp.... looks like an Avery type label strip with sewing machine stitch perforations
