The top two stamps look sun faded to me.

There's no indication in the Scott U.S. Specialized catalogue of any major errors for this issue. Since it is only the blue that appears faded, I would suspect some form of underinking for that color. But that is only a guess. While it is an interesting block, I doubt that it is very valuable. At best it is a freak ... at worst it is, as the previous post suggests, a sun-damaged block.

I believe it is sun faded. Blue is generally the first of the basic colors to fade. Note the browning stripe at the top also.

I suppose the block was folded horizontally, exposing the 2 top stamps to the sun while the bottom 2 kept protected, therefore the color difference

I agree completely with codex above. It appears that the block was folded exposing only the top two to sun.

Just a thought: I first opinioned that the top two were 'bleached' & not faded as the red looked intact. (I was also opinioned that 'red & shades' were the first to fade under light exposure. {previous experience with safety inspection stickers as red issues usually faded to blank out & other colors remained intact} but then again it's been a long while since science & chemistry class)

Maybe a template used to block out everything except the blue on the top two stamps.
Red color would fade first if sun exposed.
Blue is the most stable color and the last to fade.

Seems to be sun fade with the browning on top but not enough to fade the red.
