This is a great cover mailed shortly after the end of the Civil War to Quartermaster General Ira Roe Foster (1811-1885). Addressed to Dawson, GA and CDS cancelled Mar 27, I believe the year to be 1868. The stamp is a 3 cent Washington (could be US Scott #64, I see no obvious signs of grill). General Foster was a Union officer that went to fight for the South during the Civil War. He was captured late in the war and soon after the end of the war was re-enlisted by the Union again in his Quartermaster role. He also served some time as a state senator for Alabama.
