Consiliul de Patronaj (1942 - 44)
This was an official goverment charity in WW2, under the patronage first of the Queen Mother and later the president was the wife of Marshal Antonescu. These official charity stamps were often used on documents together with normal revenues.
29/10 1944 Consiliul de Patronaj changed name to Liga operelor sociale and cut down on its activities as a result of the new political situation.

"FM" here stands for "Fondul pentru Modernizare" or "Modernisation Fund".

Excellent! Thanks 22c, makes perfect sense.

Rohumpy, purely a guess, Romania was very prone to issuing revenues
that involved 2 part stamps, printed as you see, but usually perforated down the middle,
or horizontally.
This one looks to me to be similar, perhaps separated by scissors.
We need a Romanian speaker to translate "Chitante"

Until one knows the usage to which these were put to, is difficult to assess
their format.
Firstly we have to establish the accounting value of the stamp is 2 Lei or 4 Lei?

For the country's air defense, for the development of air lines and for the general flourish of Romanian aviation, through the Law of the 4th of April 1931 the National Aviation Fund was created. This fund was initially realized through the issue of a mobile revenue stamp, issued by the Ministry of Finance and which, starting with the 1st of May 1931, was applied as follows:
50 bani on postcards and prints, besides periodicals;
1 leu on letters, illustrated post cards and, in general, on all petitions addressed to the state public authorities;
2 lei for telegrams, packages and acts provisioned by the stamp and registration law.
The absence of this stamp had the consequence of the absence of the revenue stamp or the taxation.
The National Aviation Fund Stamp circulated between the 1st of May 1931 and the 1st of April 1942.

So perhaps if the stamp was 2 lei, one could "bisect" it
if a tax of 1 Lei was applicable, otherwise used in its entirety.

The DDSG stamps were printed by lithography at the " Buch-und Kunstdruckerei,H. Engel und Sohn " in Vienna. Several printing stones and two dies were used during their period of currency from April 15th 1866 to 1880. There were many printings.

For 10 kreuzer green stamps printing was used Die II.
Each Die I and II can be traced by their own essential features .

Also there are 4 Reprints ( including one 10 kruezer green) and 3 Forgeries of DDSG stamps.

For those interested in DDSG History and DDSG Postal History there are the following reference books :

- The Danube Steam Navigation Company by E.F.Hurt and Denwood N. Kelly , 1950 published by the American Philatelic Society.

- Austrian Post Offices Abroad , Part III ; DDSG, and other Austrian Navigation Company , 1963, by S.D. Tchilinghirian and W.S.E. Stephen.

- The Private Ship Letter Stamps of the World, Part 2, Australia -Europe-South America, by S.Ringstrom and H.E. Tester, 1978 , Skogs Trelleborg, Sweden
