There is a short but informative Latin America column by Thomas Myers on page 30 of this week's Linns. You might want to check it out if you haven't already.

I'd like to check it out but alas, international subcriptions for magazines, Linn's, etc are prohibitively expensive for me. I'd rather spend my limited money on stamps. What is the basic gist of the article?

I pick-up Linn's at the stamp shop where I work.

It's usually a week or two behind the Americans getting theirs, but I will photocopy the article and send it to you in our trade.

In case you didn't know, the online subscription to Linn's is under $10. The interface is not very good, but much improved compared to 2 years ago.

You can test out a sample issue (their choice) by visiting their website.
