Good Morning,

I have what appears to be a Romania 1893-98 1.5b imperforate stamp - this could also be an envelope cut out - but I don't have a ready resource for that to confirm.

It's called 'Wheat Ears', with King Carol I of Romania. Various issues between 1894 and 1903.
Romania Scott designs A17 and A24. If it is lilac then it's 1894. If it is unwatermarked then it is one of the many forgeries of the era.
The only thing is that I don't remember any of them to be imperforated. Not impossible, though, since Romanian Post of the era was unreliable in terms of keeping their records straight ...

"Spic de Grau" (Ear of Wheat)

Does not exist as an envelope.
Exists as a Newspaper Wrapper.
That's what it possibly is, mutilated stationery.

If you have a micrometer, measure the paper thickness.
Check for Wmk.

Rod is correct, it's from a newspaper wrapper that was issued in 1894.

rod222 is very likely correct.

I sent a scan of a similar item to romaniastamps.com.

Mine is on thin granite paper, and I was informed its a probable cutout from a newspaper wrapper.

Masses of info on that site.
