Please Help Identify These Two World Stamps

Hello everyone,

These two stamps came from a "mixed" world stamp stock book without any identifications.

The first stamp is produced on very fine tissue paper which was printed in 1898 #2 with cancellation. Parts of the writing appears to be missing, so difficult to identify. The monarch looks like the same with issued with other stamps from the Austro-Hungarian Monarchy.

The second stamp is in fair condition, possibly before 1900's.15 kr Where both of these stamps produced in Austria?
Can anyone provide me with the Scott/Michel's numbers for these stamps?
Any information on these stamps would be appreciated. Thank you.

The bottom one is an Austrian revenue stamp. It looks like the first one is from Austria also, probably a revenue.
Sorry Lioness, these are not in the Scott catalog since they are revenues.

Austrian Revenue Stamps.
As you may note, the first has "fugitive ink" one does not soak these stamps.

Your second stamp, appears to be a mutilated 1888 issue. 15 Kreuzer.

Thank you Peter and Rod. Your information and photographic display was so appreciated. Although both not in great condition, I am so pleased that they were identified. I plan to place them in an Austrian Revenue Section.
