Help With Sand Creek, WI Type

I collect Wisconsin precancels and just came across the one on the right (3c transportation coil). I didn't think much of it until I realized it didn't match the types listed.

Sand Creek, WI has three types (well, two with a variation): 713, 841 (d8) and 841 (d9). The two on the left are 841's. One has the 8mm spacing between lines, the other has 9mm spacing which represent the two 841s. The one on the right has 12mm spacing but is clearly not a 713. There is a footnote that says line spacing can vary by more than 1/2mm, but this seems like a lot of variation.

So, I am wondering if this is just an 841 with a very large variance on spacing or any other thoughts. Thanks.

footnote-4 can indicate large spacing variences, like these

You can always send a scan to the Precancel Stamp Society; they'll be more than happy to help explain it and, who knows, it might be significant enough of a variation to warrant at least a note in their Town & Type catalog.
