Faulty Perforation Pins Or Different Pressure Applied On This A49A, Please?

The perforations on the left side have two spots where the pins did not go through. Is that because they were close to the end of life, please? Or, it had to do with the pressure applied?

They are called "blind perfs". Happens all the time for whatever reason, even on modern perforated stamps. Blind perfs are not to be confused with imperforated stamps which is totally different

Yes, most likely wear of the perforating pin. In modern days these pins wore faster because of taggant used on the stamps. In older days maybe because the material the pins were made of were not as strong?
