Help With A Heavily Repaired 1c Franklin

I recently purchased this, knowing (or thinking) that it was not a SC#24. When I received I realized that the stamp was heavily modified (perfs added, creases, etc.) but still don't believe that its a #24. With the cancel, I am having a hard time determining what this guy is. Any help would be appreciated!

Could be a #20, but with the added perfs hard to be sure.

I think it could be a type 7 that was perforated on two and a half sides. There was not room to complete the perforations without cutting into the design too much so they added perfs. The perforations are too rounded and even all around.
