It's Odessa Ukraine private local post ;famine relief stamps 1922
The issue was apparently produced by Italian businessman Marco Fontana.
Drawings are in the Art Nouveau style.
Stamps were put on sale by the Partnership of Italian philately (Venice).
Sets of these are plentiful and usually $5-$10, most tend to be badly off center.
These were possibly in aid of the 1921 famine in the Ukraine and are sometimes referred to as the Odessa Pomgol «#1055;#1086;#1084;#1075;#1086;#1083;» stamps
The Pomgol was initially a private citizen group formed for aid relief. The Government had issues with this, shut it down and replaced it with its own "bureaucracy"
