Is This A Stamp Cancel With No Stamp?

I am assuming that this is a cancel as it was with a stamp collection. It looks like there were two, but one has been removed. There are hinges on the back. Are these something people collect?

It was a example of the cancel on a stamp, printed/drawn by a collector for their album for illustration purposes.

There was an extensive article in the 2017 American Philatelic Congress book about the Devil cancel from Meriden, CT.
