I think this is just a label since stamps typically had their currency LEI (singular LEU) on their stamps.
This has a royal crown on the arms so perhaps this dates from before 1947. Then again it may be in commemoration of the deposed king. The map is interesting in that it shows the pre-1940 borders, but again, this might be nostalgia for Greater Romania.
