It looks like a customized, souped up Steiner set. I've seen it for some time so the seller must be moving them, but I cannot seem to find much on this product.

It'd be nice if he had a few more pages pictured.

Yes, it does look like Steiner pages that have been modified. They added some scanned stamp images, changed the title font, and removed one of the lines of the border.

Likely a violation of Steiner's copyright.

Are you sure? At one point Steiner sold a subscription level that included Adobe PageMaker versions of the pages that were intended for the user to be able to customize them. In fact I still have a set of those files from when I subscribed in 2003.

Even back then, Steiner claimed pages were not to be sold for profit. However, other than asking ebay to remove, he has little recourse.

By the size of the stack and shipping weight given (10 lbs but free US shipping) this looks to be on standard copy/general use paper, or at least that basis weight/heaviness of paper. I suppose with mounts each page becomes sturdy enough, but I'd much prefer a heavier paper in a ring binder. Also with black mounts, it doesn't matter, but a clear mount user (a minority for sure) or hinger might find the frames a bit small.

The seller invites email questions. Why not ask for a couple more sample scans if you're on the fence?
