No , this is not Scott 183. I have looked at the perf of both hard and soft and this is hard. Look at the Stamp smarter site it look like hard. If you look at the pics you dont see the fibers in this stamp like 183 plus 183 wouldnt be as transparent as this.

Mottled look is soft paper. Just wait until you have more 178 and 183 in your collection, then you can compare them and decide whether it's a 178 or 183.

just had another look at your photos: Perhaps you make photos with a brighter light or directly before the light. Also, you could make a photo showing just the perforation tips.
