My guess is worn plate or bad ink transfer. I compared it with several other R44's and this by far was the fuzziest.

It's a wet print. That is to say, the paper was too wet when the stamp was printed, so the ink got fuzzy.

Makes sense. I cleaned my glasses at least three times trying to focus!
