In India, the bicycle is the voter symbol for two different political parties: The Samajwadi party (Uttar Pradesh, and the Telugu Desam party (Andhra Pradesh). Could this be a cinderella related to one of these organizations?

The numbers on these stamps look very much like the numbers on membership or payment stamps from booklets, i.e., they do not seem to indicate a value, but rather a time period for which a payment was made. If this is true, they may very well be political membership payment stamps from one of the Indian political parties. This is my guess with no proof to back it up.
