It is the right way but I can't read it.
Maybe it's a letter seal of some kind?
It reminds me of the early Turkish telegraph seals (just because of the combination of colour and script).

You measure (according to the link) the stamp overall, eg: width from perf tip to tip. (horizontally)
I note differing sizes, so my prev post may be incorrect.
According to the script on your example, it marries to Catalogue #16
Consider: Your telegraph is possibly line perforated, so measurements are not going to be constant.

Interesting. My catalog has 4 pages of telegraph labels, but this stamp isn't listed among them.
