How do I protect fragile covers that are falling apart and contain letters within them?

I use polypropylene bags, sourced from Australia,
circa $17 per 1000.

They are very slippery, and difficult to use if you are storing hundreds...

There are clear hard plastic sleeves for covers that are top-loading. Various sizes are available but I would probably want to use a slightly oversize sleeve if I could for something fragile, and store the letter separately in a similarly sized sleeve.

Available from most supply houses.
