I have looked at the stamp up close and it looks like the ink is missing. it does not look damaged. I am not expert. only my opinion

DADINDA --That can be a lot of things, a scuff mark or dirt on the printing plate . Hard to tell on your picture .

It appears to be damage to this individual stamp. With this 1928-32 series, and the 1926-27 series, the ink will sometimes lift from the paper if the stamps have been bent or creased.
