Help To Identify A 2 Cent Jefferson. Scott #178 Or #183

I know this will be either difficult or impossible to determine just from a scan. But, can anyone identify if this is Scott # 178 or Scott # 183.......or a different number?

Again, thanks for all the help I have been getting, and there will be more help needed. This is a great site!
