US ~1870 15c - Help Identify

Good Morning,

I was hoping someone could help identify this 15c stamp from the 1870s. It has no grill but the area where a secret mark would be is covered by the cancel.

Have you checked the paper? Hard or soft? The "skipped" perforations and the fibrous perf tips are indicative of soft paper. Hold it up to bight light, is the paper mottled?
