I believe at one time it had eleven. But what is it supposed to mean?

I think that franklin stamps 10 perf on top or bottom have high value .

Hi Peter. You need to quit counting perforations - it does not mean a thing. You should gauge them with a perforation gauge.
When a stamp has a perf of 10 that means it has 10 perforations per 2 centimeters. And a high value is not usually dependent on the perforations alone - other factors are important.

This stamp is perforated 11 all around, not perforated 10 on any side. As mentioned, the perforation is gauged by how many perforations are in a 2cm length, NOT how many perforations you can count on a side.
