Fg29 Gas Inspection - Doctor Blade..re-Entry...etc..?

Was looking through my gas inspection stamps (FG29) and came across what looked like a doctor blade variety..Only 2 of them had this irregularity on them..Any opinions on what they could be..??

Lay Out Mark. A doctor blade usually runs through a printed area and is not as clear looking.
