Thank you, I appreciate the website information very much. I wondered why the bottom border of the Washington stamp was different from the other three sides of the stamp? Not sure how the perforating equipment worked?

A sheet of stamps can have good or bad centering; typically collectors prefer well centered stamps. Sometimes the sheet of stamps is badly off-center that the perforation can cut into the stamp design. In the 1930s they started using technology like 'electric eye' which used markings on the salvage of the sheet to help improve perforating process and reduce mis-perforations.
