Revenue.
The mountainous island in the West Indies was well known in the 19th Century as a producer of Lime Juice.
Montserrat was part of the Leeward Islands, and from 1890 the general revenue of the Leeward Islands were used in Montserrat.
(Also Leeward Islands or Montserrat postage stamps were used fiscally)

Inland Revenue.
Bft 1 1866 1d Rose Red, Laid paper (Horiz.), Perf 12½. CV £7.50 yr2000

Looks like wove paper, until held to light source.

Montserrat dedicated Revenue stamps, are just 4 in total, CV £50 yr2000
(as opposed to the Postal / Fiscal stamps)
