They are remainders saved as specimens. Rob Conley's catalog published by the State Revenue Society lists them as PHL1-5 with an S suffix.

It's interesting that most of those stamps are reasonably well centered, but on the bottom two rows the perfs shift up. Someone did a poor job adjusting the perforator.

There are more than one of 5¢ Philadelphia documentary tax stamps. The early ones have large sheet sizes, but the last one was printed in sheets of 25.
