Is there anyone whose an authority or is there a web site that is the authority for the French Semeuse stamps. Specifically I'm looking for information for forged cancels.

No - if you scroll down, you order it direct from Mr Lawrence. I don't know if it will have the information you need, however - are forged cancellations, as opposed to overprints, widespread with any of the sower issues?

Not really sure, I had read something a while back that stated some cancellations were forged. But I can't seem to find it now. Go figure, right....

There were forged Semeuse stamps of the early 1960's also with forged cancels.
They are in fact rare.They were made in Korea for political reasons.In this link explications:

As far as the early Semeuse stamps go;there were many types of forgeries but
mainly to defraud the post;and most of these had authentic cancels on them.
