I need help in identifying the Scott # for the 1954 reissue of the Wilson $1 stamp. Does it fall under the original 1938 numbers (832c or 832h) or does it belong under the Liberty series of the 1950?

That would be 832c. It belongs with the Presidential Series of 1938, or Prexies, as they are referred to.

The only time a stamp moves to a different series is when the design elements match that series and not the previous series. Since the design is clearly the same as that used for Scott 832, it is part of the 1938 series, even though the printing occurred in 1954.

Here is a FDC of Scott # 832c which is a dry printed stamp since the cachet says engraved...on pregummed paper.
