Cant get this one figured out, I am leaning towards a scott 7 but just cant get it 100% sure. I know its in rough shape, but I love the 1 cent Franklin and cant afford the real beauties

any help is appreciated

Sure, that's a Ty II #7.

It is a B-relief probably from plate 2.
