I think that stamp was issued by the Democratic National Committee . Notice the lapel pin is not the U.S. flag but the Russian flag .

I cut off buying Russian material issued after about ten years ago. You have to have very deep pockets to do so, most year sets I've seen are in three figures. CTO? I wish I could find some. Not sure if they even still do that. |
