I was working on some of my back of the book stamps and came across this stamp. Would it Is this be a us revenue stamp Scott number #rb11c. Thanks in advance.

Not quite, it is not rouletted but a perf stamp so is not RB11c. So RB11a for silk paper or RB11b for watermarked paper.

I have seen prices all over for this one. Anywhere from 3 bucks to 50.

Yes, those with identifiable printed cancels are going to be far above catalog - and they are. They are specialty items beyond the scope of the standard catalog.

For this stamp with a simple scribble or manuscript line, then the overhead costs of fees and shipping push the price to more than catalog.
