I have an offer (not much - couple of bucks, but acceptable) on a philatelic item listed on ebay, but in the messages, the prospective buyer said, "NO PB."

The only reference I can find on this was not philatelic specific and applied to "No Pitney Bowes" and apparently referred to items not forwarded by the Global Shipping center.

Am I right in thinking he's stipulating that the envelope not be metered? He's in the States, Brooklyn.

I'll message and ask him to clarify, but I was just curious.

No. He said No PB meant to make sure it was a partial sheet but not a plate block.

I should've thought about that...
