R252 Plate Scratch ?

Is the line in the numeral 2 of the bottom center stamp a plate scratch?

Unless another example is found not very likely. Could be a scratch, but more likely just a piece of dirt or lint on the plate

I agree that's not a typical configuration of a scratch.
Foreign matter of some sort.

This is an offset printed stamp. So the plate scratch terminology does not apply. I agree that it is foreign matter on the cylinder.
