Hard to say, as the entire bottom of the stamp has been added with a new design (poorly) drawn in. Based on what I can see, my guess would be type II but who knows? A higher-resolution scan would be helpful.
BTW, if you dip it, the alteration at bottom will be immediately evident...hopefully you didn't pay a lot (or you can still return it).
Out of curiosity, did the seller list it as a Scott 13 (run-of-the-mill crook), an unidentified 10c stamp e.g. "I don't know what Scott number this is, see picture" (professional crook) or some other Scott number (clueless seller)?
