Washington 3 Cent A21 Help To Identify

Hello stamp community;
I have a new stamp scott's catalog 2019 hooray! And now Im trying to figure out what they mean about this stamp .I have a Washington a21 I think? It is a type 3,rose color.
The thing is it's very questionable ,this has a line on the right side vertical border that looks like it was printing erratic.
There are many definitions in the catalog Here's one a "inner line recut on the right.
"right frame double "also its on a cover so how to you price something like this?

Image is far from ideal but from what my bad eyes can see it does look like a type III Scott 26. As far as shade goes it's impossible to positively identify from your image.

It doesn't look to be either of the listed varieties mentioned. FYI, good images yield good answers, poor images provide little incentive for knowledgeable collectors to give meaningful responses.
