Is This A Double Transfer Or Just Messy Ink?

Hi,
Looking over some new Match & Medicines I got and found something going on with this RO62d:

Some of the white letters in top and bottom solid green areas have extra ink along their bottoms:

To me it looks like the ink just bled into the letter but some of the extra ink has a sharp edge. Like in the "T" in "CENT".
Scott lists a double transfer for the RO62d, so I'm wondering is that is what I am seeing or is something else. Any ideas?

I see it also in the top half of the stamp and in the small dots in the border. My guess ( and I am no expert ) would be over inking but gladly bow to a better explanation
Search this forum for RO62d and you will find the double transfer in a post by JoNo

Thanks for the post Peter. JoNo's post mentions an article on double transfers. I was able to find a copy on-line and will need to read through it. I've always found DTs somewhat confusing, so maybe that will help.

This is one of several double transfers on this stamp. There are some that are larger.
