I need help with the identification of this 5 Ore Issue on a heavy white card stock, perf 13x13. I am having problems locating it in a catalog. Any help with with a Sc#/Michel#, etc. and current Catalog or Market value would be greatly appreciated.

You won't find them in general catalogs. They were stamp trial proofs (1861)of Carl XV that were not accepted.In the link below further information:

Carl XV portrait issued by P.A. Nyman in Stockholm who at that time printed the Norwegian stamps. Nyman printed his stamps as a proposal for the Post, hoping to get the contract.
