The red Washington can only be a flat plate print. The Red line on the bottom of the stamp you see is called a cut line, this is where the sheet of 400 stamps was cut into 4 panes of 100 stamps. This only occurs on flat plate printings.
I think I mis-measured it by one perforation. See above, the last perforation is not accounted for at the bottom left. Does this matter? Is it still a #632?

You'll usually have "unaccounted for" perforations, as the measurement is designed to cover 2 cms - key is getting the perforations properly lined up with the gauge, as you have.
