Bundi Official stamp 1918 overprint on the 1915 stamp.

I understand that the second stamp is from Bundi indian state?

The second stamp is Bundi 1923 Bundi Service ovpt. in Devnagari on 1917 ¼A Sacred Cow deep ultramarine typograph (SG O6aA) which is cliché D having cliché state D4 from Benns Setting 21/Sturton and Burgess Setting X and from sheet position R1/2(2).

This A stamp with cliché state D4 could come from either Benns Setting 21/S&B Setting X or from Benns Setting 24/S&B Setting V which could only be differentiated (in case of single stamp) from overall stamp size and/or roulette measurement and/or paper type.

Size
Setting 21: 33mm×34-35mm
Setting 24: 32½mm ×33mm

Roulette
Setting 21: 12½ (top) & 12 (bottom)×11 (left) & 12 (right 25mm from top); 11 (next 9-10mm)
Setting 24: 11×11

Paper
Setting 21: thin horizontally meshed wove, slightly toned
Setting 24: thin semi-transperant pelure

Since, the stamp here is trimmed off, stamp dimension and roulette measurement cannot be taken into account to determine the setting, leaving only the criterion of paper type and even without being able to see the mesh, the paper color is indicative of toned wove paper which is why this stamp is attributed to Setting 21.

It must be mentioned that Bundi official mail was carried free till 1941. So there was no provision to use stamps on official mail.
All the Bundi Service overprints on Sacred Cow issues were simply done for collectors, sold by the state post offices over the counter. That is why there are so many variation of overprint orientation on these so-called official stamps.
But some were used postally but that never served the purpose what it should be used for.

This is again another incorrect, false information.

Benns Setting 21 of Bundi SG O6aA was issued in 1923.
That Scott Standard Postage Stamp Catalogue 2005 Vol.III p.833 Bundi Sc O1 year is wrong.

My 2010 Scott also mentions 1918 for that stamp.

My question to you then: was the whole set (from O1 to O16) all issued in 1923 or are there various years of issue for the set?

Devnagari Bundi Service overprints on Sacred Cow issues are distributed from Setting 2 to Setting 58, the earliest was issued in February 1915 and the latest in May 1941.

Scotts is absolutely useless in this field. Better is SG but that too is not descriptive enough.
