Romania - How Was The Name On The Stamp Determined?

During the years 1933-1948 there was a mixed usage of ROMANIA POSTA and POSTA ROMANA. after that they used R.P.R. and then POSTA ROMANA.
Why was that mixed-usage during 1933-1948?

I think that had to do with the aquired territories over time. Posta romana being older
usage.

POSTA ROMANA was first used in 1864.
Stamps from that moment on have been issued with POSTA ROMANA; ROMANIA POSTA or just ROMANIA.
POSTA ROMANA first issue in 1864 (Cuza)
ROMANIA POSTA was in 1872 (Carol I "Paris issue")
Only ROMANIA and no POSTA - first one in 1891
So even before 1933 was this mix.
