This stamp uses Lei currency, but no country name. What is it?

Hi,it's a charity stamp from Rumania,issued in 1948 (Michel#Z38)
IOVR is for something like "invalids,orphans and widows"

This is a postal tax stamp and is also listed in SG and Scott, SG T1948 / Scott #RA35.

IOVR = invalizi, orfani, vaduve de razboi.
[Diacritic signs are implied above, for Romanian spelling]
So VR means "war widows".
