Weiss Certs? Always Useless, Or Just On Coils?

This is my second stamp with a Weiss cert to have a contrary opinion (this one from PSE, and the other from the PF). Both flat-plate coils. The other was a much more expensive 351. Are Weiss certs generally terrible, or just bad for coils, or maybe there is a genuine difference in opinion? At this point, unless it is a PSE or PF cert issued in the last 10 years, I consider the stamp to have no cert at all.
