Help Iding Some Franklins

So I received a bunch of stamps from my father. I have about 20 of these and I've been trying to ID them based on what I can find on the internet. Using a loop has been interesting but I just thought I'd see what the experts think.

Also, I don't think my scanner is great. Is there a better way? Better scanner?

Individual scans would help us to determine. Scan each stamp individually on a black back drop at minimum 600 DPI, 1200 DPI would be the best. The bottom 4 look like type V's but a closer look at the 1st stamp bottom row would help. Crop each scan to the edges of the stamp so we can see detail like this. Also get the 3rd stamp bottom row away from the others.

Top row - Ty II (#7), Probably ty IV (#9 - need better pic), Ty V (#24) trimmed

Bottom row all Ty V #24

I agree that better scans would be good, but what I've outlined above is what is most likely given what I can see.
