Washington 3 Cents Identity

Hello, don't collect US but received a bunch today in a misc worldwide lot I picked up for $2. Among them were these two Washington 3 cents.

They were identified as being a #10 (not too bad condition, except for upper right) and #11 (in very bad shape).

Is that the case? - from what little I know, a #10 seems a little high value to be included in a junk lot. I would welcome some insight by the experts. Please let me know if more info is needed.

They both appear to be 11A's to me. The top stamp has some interestingly ugly inking issues in THREE CENTS.

gmot, the top stamp is an 11A plate position 97R2L. It shows a nice shifted transfer in the THREE CENTS and lower rosettes.
