Date Stamped On The Back Of A Postal Stamp

There's this date on the back of the stamp.
Any idea why it was made there?
My guess is that the dealer made it, Wert suggested it was a collector. It wasn't done on a mint stamp, otherwise it would have been removed with the gum.
The stamp was issued on October the 2nd, I think, so the date makes no sense.

Probably done by a small town postal clerk for inventory reasons if it on the gum.
If it is on a used stamp... ???
