One Rupee India Foreign Bill Notarial Stamp Question

Have this stamp and am confused about how this stamp may have been used. It is affixed to a piece of laid paper and there appears to be a date of February 1908 handwritten on it. The numbers 10,12, and 60 appear in circles on the stamp. One Rupee in center of stamp. I am assuming this is a stamp issued by India. I don't know if this is a type of Revenue Stamp or perhaps something unrelated to government administration. Welcome any info.

What you have is a cutout of a commercial document, ie revenue, used as payment for legal affairs. I can't help with the 10, 12, 60 notation.

This is Br. India 1879 Notarial ovpt. on 1860 1R Foreign Bill stamp for use in Mumbai Presidency.

The denomination is 1R as printed in the center and the numerals 10 12 60 in the three circles indicate the date December 10,1860 which was the date of beginning of the 2nd Printing.

Foreign Bill stamps were used for collection of the tax on the transaction between India and other country and Notarial stamps paid the Notary fee.
