Belgian Mystery - Wartime Surcharge?

Does anyone know what this is? It looks like a handstamped surcharge, but not the same kind as the 1946 Provisionals. I say this because the letters seem to read MO, which is probably the beginning of the word MONS. So I'm wondering if it was a special local surcharge.

The stamp seems to have been cancelled in 42 but it could just as well be 47.

I can't read the name of the cancelling office: ------ SUR-MARGILENNE perhaps?

This stamp has the -10% handstamp (moins means minus) showing under the town cancel. Some were typographed and some were handstamped. Scott mentions that the handstamps come in different types and sizes.

There are a myriad of these types of surcharges. As I understand it, each post office had its own handstamp to apply the rate reduction surcharge. Presumably this is why Scott does not list them.

That's an amazing collection. I can't imagine how many Belgian stamps you must have gone through to find them!

I didn't think the word starting "MO" looked long enough to be "MOINS."

I can't take credit for the compilation. It was part of a Belgium collection I purchased a few years ago.

I'm not sure I see any mint stamps. Do these exist? Perhaps the surcharges were applied as the stamps were sold for use?
