Dear Sir,

I have attached a stamp of usa "win the war" sir I have viewed this stamp at many sites as they say it is very rare stamp but I was not able to find the fair value of stamp can be someone can help me to know the value

A 'very rare stamp'???? Where are you getting this information? Please post the link to the site with this information.

There is a scarce shade of this stamp with a high cat value.

is it still true that this shade won't get a certificate at the PF if it does not have the "correct" precancel? Why not - the comparison to existing examples should be possible?

My understanding is that all examples were precanceled.

I don't find the thread anymore, but some years ago a collector showed the scarce shade and the answer at a certification organization that at direct comparison it was indeed exactly the scarce shade (no doubt) but because of the missing precancels it can't be certified. I don't understand the logic behind, as it is indeed possible that some stamps without precancel may exist.

So is it true that if you send this stamp without precancel to the PF they won't certify it just because of the missing precancel?

I would ask them about it. I am sure they would have an answer why/if they will not do so.

well, "thread" - there was not a single answer, should have been some, as it is a very interesting post.
so it was not the PF, but PSAG and some expert of them. The color must have been really close, I guess if it had a precancel they would have said it's the same :).

The context of this thread is a person who came into the community thinking every single stamp he had was rare. He started over a dozen threads, each with common stamps, saying that he thought each was rare based upon something he saw online. He also ignored repeated requests to post in the correct forum category. He messaged Mods with "I would require a realistic reply".

The challenge here is to present our hobby realistically and set expectations correctly. Philately is a great hobby which includes educational value, relaxation, and camaraderie. I view every new member as an opportunity to introduce them to the hobby but even my patience has limits.

I didn't mean this thread here with "no answers" but the old one I found. I think it's ok to talk a bit about a stamp even if the starting point was a wrong one here. That's why I asked about the precancels and showed the old thread.
